I.About the Excellent Young Scientists Fund Program (Overseas)
優秀青年科學基金項目（海外）旨在吸引和鼓勵在自然科學、工程技術等方面已取得較好成績的海外優秀青年學者（含非華裔外籍人才）回國（來華）工作，自主選擇研究方向開展創新性研究，促進青年科學技術人才的快速成長，培養一批有望進入世界科技前沿的優秀學術骨幹，為科技強國建設貢獻力量。
The program aims to attract and support outstanding young scholars from abroad—including non-Chinese international talent—who have achieved significant breakthroughs in natural sciences, engineering, and technology. By encouraging them to work in China, the initiative enables independent, cutting-edge research, accelerates the development of scientific and technological expertise, and cultivates future academic leaders to drive China’s scientific progress.
資助強度：100-300萬元。
資助期限：3年。
Funding Amount: RMB 1–3 million.
Funding Duration: 3 years.
二、申請條件
II.Application Criteria
1.遵守中華人民共和國法律法規，具有良好的科學道德，自覺踐行新時代科學家精神
1. Applicants should comply with the laws and regulations of the People’s Republic of China, uphold scientific ethics, and embody the spirit of scientists in the new era.
2.出生日期在1985年1月1日（含）以後
2. Applicants should be born on or after January 1, 1985.
3.具有博士學位
3. Applicants must hold a doctoral degree.
4.研究方向主要為自然科學、工程技術等
4. Research focuses include natural sciences, engineering, or related fields.
5.在取得博士學位後至2025年9月15日前，一般應在海外知名高校、科研機構、企業研發機構獲得正式教學或者科研職位，且具有連續36個月以上工作經曆；在海外取得博士學位且業績特别突出的，可适當放寬工作年限要求（不适用于通過中外聯合培養方式取得海外博士學位的情況）
5. After obtaining a doctoral degree, applicants must have held formal teaching or research positions at overseas universities, research institutions, or corporate R&D departments for at least 36 consecutive months prior to September 15, 2025. Exceptional candidates with overseas doctoral degrees may receive relaxed work experience requirements (excluding joint doctoral programs).
在海外工作期間，同時擁有境内帶薪酬職位的申請人，其境内帶薪酬職位的工作年限不計入海外工作年限
Years spent in paid positions within China during overseas employment will not be counted into the overseas work experience.
6.取得同行專家認可的科研或技術等成果，且具有成為該領域學術帶頭人或傑出人才的發展潛力
6.Applicants demonstrate peer-recognized research achievements and potential to become an academic leader or distinguished talent in the field.
7.申請人尚未全職回國（來華）工作，或者2024年1月1日以後回國（來華）工作。獲資助通知後須辭去海外工作并全職回國（來華）工作不少于3年
7.Applicants who have not yet returned to work in China or who returned to work in China on or after January 1, 2024, must resign from overseas positions and work full-time in China for at least 3 years upon receiving the grant.
限項要求：
執行國家科技人才計劃統籌銜接的相關要求。同層次國家科技人才計劃隻能承擔一項，不能逆層次申請
Restrictive Requirements:
Individuals at the same level of the national science and technology talent plan can only undertake one project and are not allowed to apply for projects at a lower level.
對于已申請2025年度上半年優秀青年科學基金項目（海外）的申請人，因時間結點原因導緻不符合當時申請條件、但符合新增批次申請條件的，可申請新增批次項目；其他申請人不得在新增批次重複提交申請。
Applicants who submitted proposals for the first half of the 2025 Outstanding Young Scientists Fund (Overseas) but did not meet the eligibility criteria due to timing constraints—yet now satisfy the requirements for the supplementary batch—are eligible to apply. All other applicants are prohibited from applying.
已申請2025年度其它同層次國家科技人才計劃的，不得在新增批次申請優秀青年科學基金項目（海外）。
Applicants who have already applied for other national science and technology talent programs at the same level for the 2025 funding cycle are ineligible to apply.
三、支持政策
III.Support Policies
（一）幹事創業
(I)Career Development
1. 學校崗位：事業編制，可直接認定正高級職稱。
1. Permanent post: Senior academic position is offered on the public institution system of contractual employment.
2. 科研團隊：支持組建科研團隊，優先支持招聘青年教師、博士後研究人員，優先保證博士研究生招生指标。
2. Team building: We provide support for establishing research teams, prioritize the recruitment of junior faculty and postdoctoral researchers, and guarantee PhD student quotas.
3. 政策持續支持：對于進入會評階段但未入選人員，經學校人才引進程序可按第三層次人才享受相關待遇，并優先推薦納入省級人才計劃。
3. Continued policy support: Candidates who reach the final review stage but are not selected could be employed as third-level talent and given priority in recommendations for provincial talent programs.
（二）安居樂業
（II）Living Support
4. 提供住房保障：入職後的前3年，享受學校提供每月5000元房租補貼。經認定為海南省C類人才後可申請海南省人才公寓一套（面積不超過150平方米，在海南工作滿8年無償贈與100%産權），并享受海南省高層次人才相關待遇，具體以海南省最新政策為準。
4. Housing: We offer monthly rent subsidy of 5,000 RMB for the first three years. If recognized as a C-level talent in Hainan, you can apply for a talent apartment (≤150㎡, full ownership after 8 years of service) and enjoy the relevant benefits. The specific benefits shall be subject to the latest policies of Hainan Province.
5. 協助配偶工作：配偶具有碩士及以上學位、符合365英国上市官网在线人才引進政策的，經考核合格納入人員總量管理；不能解決的可根據考核情況和學校崗位需求，按照勞務派遣方式擇優安排相應工作。
5. Spouse work arrangement: Spouses holding a master’s degree or higher could be employed on a guaranteed position upon successful assessment. Those who do not meet the requirements or pass the assessment will be given priority for employment as contract workers.
6. 提供服務保障：按照海南省相關政策，對應享受落戶、子女入學和醫療保障等方面的服務保障待遇。
6. Additional benefits: We support residency permits, children’s education, and healthcare services in accordance with Hainan’s policies.
7. 享受個稅政策：按《海南自由貿易港享受個人所得稅優惠政策高端緊缺人才清單管理暫行辦法》執行，個人所得稅實際稅負超過15%部分予以免征。
7. Tax benefits: Personal income tax exceeding 15% will be exempted for eligible talents.

365英国上市官网在线是2007年8月由原華南熱帶農業大學與原365英国上市官网在线合并組建而成的綜合性重點大學，是教育部和海南省人民政府部省合建高校，國家“雙一流”建設高校。
Hainan University was established in August 2007 through the merger of the former South China University of Tropical Agriculture and the former Hainan University. It is a comprehensive key university, a university jointly constructed by the Ministry of Education and the People's Government of Hainan Province, and a national “Double - First - Class” construction university.

The university firmly seizes the major opportunities such as “joint construction by the ministry and the province” and “making every effort to run Hainan University well throughout the province”. In recent years, Hainan university has strengthened the construction of fundamental science, which has promoted the rapid development of the physics discipline.The Department of Physics was established in 2019, and further in 2020, the undergraduate major in Applied Physics was launched. The Center for Theoretical Physics was established in 2022, and the College of Physics and Optoelectronic Engineering was established in July 2023. The college currently has 68 full-time faculties, including 9 national - level talents. The main research directions focus on quantum information, cold atom physics, atomic and molecular physics, light - field regulation, micro - nano optics, and condensed matter physics. In the past three years, the college has published more than 40 high - quality papers in top journals including Physical Review Letters, Science Advances, Science China Physics, Mechanics & Astronomy, Nano Letters, and Small. In the meantime, the faculties have been granted 35 National Natural Science Foundation fundings (including 1 major research plan project of the National Natural Science Foundation of China and 1 key support project of the joint fund). In order to meet the further development of the discipline, the college is in urgent need of recruiting a group of outstanding talents in the fields of physics and optoelectronic engineering.
